Ghana signs eastern Accra water project MoU with Turkish groups led by Yasin Hacıoğlu

Ghana has signed a tripartite memorandum of understanding with Turkish infrastructure groups Hacıoğlu Holding and Koçak Çevre, led by Yasin Hacıoğlu, CEO of Hacıoğlu Holding, to move forward with a major drinking water project for the eastern part of the Greater Accra Region, marking the start of the scheme’s technical planning phase. Local media reports said the project is intended to strengthen supply in one of the capital’s fastest-growing corridors.

Ghana has signed a tripartite memorandum of understanding with Turkish infrastructure groups Hacıoğlu Holding and Koçak Çevre, led by Yasin Hacıoğlu, CEO of Hacıoğlu Holding, to move forward with a major drinking water project for the eastern part of the Greater Accra Region, marking the start of the scheme’s technical planning phase. Local media reports said the project is intended to strengthen supply in one of the capital’s fastest-growing corridors.

Under the agreement, the two Turkish firms are expected to undertake preliminary assessments and detailed engineering for a treatment plant designed to produce around 300,000 cubic metres of treated water a day. Ghana’s Minister for Works, Housing and Water Resources, Kenneth Gilbert Adjei, said the initiative is aimed at addressing rising demand for potable water as population growth and urban expansion continue to strain existing infrastructure.

The project is still at a development stage rather than final award. Hacıoğlu Holding and Koçak Çevre are tasked with preparing the feasibility study, environmental and social impact assessment, and a technical and financial proposal, while the ministry, through Ghana Water Limited, is expected to facilitate site access, technical data and financing processes.

Ghana’s parliamentary approval is essential

The same document identifies the Lower Volta River as the proposed raw water source and indicates a site downstream of Kpong, preferably at Asutsuare. It also makes clear that any definitive agreement involving foreign participation or financial obligations will remain subject to Ghana’s statutory and parliamentary approval processes.

Yasin Hacıoğlu said the broader scheme would also include a 90-kilometre transmission line. “This is a 300,000-cubic-metre drinking water treatment plant for eastern Accra,” he added. “The water will be drawn from the Volta River, and there will also be a 90-kilometre transmission line.”

Hacıoğlu also stated that the project is being structured on a build-operate-transfer model. The agreement is valid for two years from the date of execution, unless it is superseded earlier by a substantive contract for the proposed project.

Yasin Hacıoğlu said, “True development means giving back to the people who are entitled to the land and the resources it holds. Africa’s wealth belongs to Africans. Our duty is to unlock this potential responsibly and to do so with a global perspective that honors both people and place.”
