Yasin Hacıoğlu Leads $1 Billion Investment Agreement In The Democratic Republic Of The Congo

Turkish business leader, Yasin Hacıoğlu has signed a memorandum of understanding (MoU) for a large-scale investment package exceeding $1 billion in the Democratic Republic of the Congo (DRC), marking one of the most significant Turkish-led infrastructure initiatives in the country in recent years.

An agreement was concluded between the Tshuapa Provincial Government, Congolese state agency, Agence de Pilotage, de Coordination et de Suivi des Conventions de Collaboration (APCSC), and a Turkey-based partnership formed by Hacıoğlu Group and Koçak Group.

The memorandum of understanding (MoU) outlines a multi-sector development framework covering aviation infrastructure, renewable energy and drinking water projects across Tshuapa Province.

The signing ceremony took place in Istanbul and was attended by Tshuapa Governor, Yamba Itoko Armand, APCSC Deputy Director, General Elie Tshinguli Kanama, Hacıoğlu Group CEO, Yasin Hacıoğlu and Koçak Group representative, İsmail Koçak.

The agreement establishes the basis for a series of follow-up cooperation contracts to be implemented in stages.

Under the scope of the MoU, Boende Airport, located in the Tshuapa province, is set to be upgraded to international standards, while two new airports are planned for Bokungu and Ikela.

In parallel, solar-based photovoltaic power plants will be developed in six regions of the province, alongside large-scale drinking water supply and water infrastructure projects aimed at improving access to clean water for local communities.

Financial details shared as part of the agreement indicate that the three airport projects in Boende, Bokungu and Ikela, together with associated energy and infrastructure works, are expected to require an investment of approximately $309.8 million. The renewable energy and water infrastructure projects planned across six regions are estimated at around $701.6 million. Combined, the total value of the planned investments exceeds $1 billion.

The projects are designed to support an integrated development model that addresses key structural needs in Tshuapa Province, including transportation connectivity, energy security and water access.

Officials involved in the agreement noted that the coordinated approach aims to create long-term economic and social benefits while strengthening the region’s infrastructure capacity.

Commenting on the agreement, Yasin Hacıoğlu said the investment package reflects the deepening economic cooperation between Turkey and African countries.

“Relations between Turkey and Africa are increasingly moving beyond dialogue toward concrete projects that generate trade, investment and employment opportunities,” he said.

Hacıoğlu also expressed appreciation to the Tshuapa Provincial Government, APCSC and all institutions contributing to the process, adding that he expects Turkey–Africa cooperation to continue expanding through similar large-scale development initiatives in the coming years.
